Improving housing quality is an important theme of the Housing Strategy. It is a priority to improve housing conditions to ensure the health and safety of residents across all housing sectors including the private rented sector, social rented sector and owner occupied sector. It is also a priority to support the city’s target for housing to become carbon neutral by 2030. Housing contributes 27% of Leeds’ carbon emissions and 63% of homes are a band D or worse. The total cost of decarbonising the city is estimated to be £5.5 billion.
