Leeds City Council is working to deliver approximately 800 new affordable quality homes over the next 3 years to meet increasing need in the city.


Building high quality homes

We are building a range of high quality homes that meet the needs of families and smaller households, that are well laid out and are designed to have a reduced impact on the environment.


Accessibility and Inclusion

Our homes are designed for anyone to live in, but can easily be adapted if a tenant has additional needs, for example to include a wet floor shower, hoist or a through-floor lift. A number of our homes are built to meet full wheelchair accessibility standards.

We are also delivering specialist Extra Care Housing for those who need extra support, but who still wish to live independently. These provide a self-contained flat within a larger development that provides other facilities, including café/ dining space, activity rooms and on-site housing and care support staff.

Climate Emergency

Leeds City Council declared a climate emergency in 2019. As part of this commitment, we need to reduce carbon dioxide emissions by making our homes more energy efficient. Our homes are designed for the future and feature:

  • Energy efficient hot water and heating systems (meaning cheaper bills and reduced carbon dioxide emissions)
  • High levels of insulation, with high quality double glazing to feel warm and draft free
  • Water saving devices
  • Solar Panels where possible

This helps to combat fuel poverty and improve health outcomes, particularly for vulnerable tenants.

These measures therefore help our tenants live in warmer, more affordable homes, while reducing CO2 emissions, helping support the Council’s drive to address the climate emergency.

Social Value

Our schemes help bring benefit to a range of people in Leeds. Our contractors are required to meet ambitious social value, employment and skills targets, including supporting local people into work experience placements, apprenticeships and jobs at our construction sites.

Our contractors are also encouraged to keep their spend as local as possible and consider the “Leeds Pound”.

They are encouraged to work with the local community; recently contractors have run competitions in schools where local children choose the name of the new street.


Bidding for New Homes

To apply for a new build council home, you will need to join the Leeds Homes register.

This site also contains contact information in case you require assistance with completing an application, or if have any questions in relation to your application.

New build properties will be added to the feature page a couple of weeks before they are advertised to help make sure all interested applicants do not miss the dates that properties are available to bid on. Once they are advertised on the Leeds Homes Website, bids can be placed.
