Pre-planning Public Consultation (Closed on Tuesday 5th September 2023)

The Council Housing Growth Team would welcome your views on the following proposals to develop the Hough Top Court site, LS13, for new build council housing before a formal planning application is submitted.


The proposal

Leeds City Council’s appointed contractor, Willmott Dixon Construction Limited, is preparing a planning application for council housing on the Hough Top Court site.

The development will include:

  • approximately 55 houses, mainly 2 and 3 bedroom homes
  • 27 apartments comprising of 1 and 2 bed accommodation
  • public open space.

Numbers will be firmed up prior to the planning application submission, which will follow completion of the community consultation and outcomes of further survey work on site.

All homes will offer high standards for design quality, space and energy efficiency and the site will include accessible accommodation, capable of adaptations to suit people's needs.

We recognise the importance of biodiversity and the new development will be required to comply with planning policy on these matters. Detailed ecological and tree surveys will be undertaken as part of the planning process and the aim is always to maximise retention of existing trees on site.

Where specialist reports recommend the pruning or replacement of any existing trees, Planning Policy requires three trees to be planted for every one tree that is removed. Further details on the tree proposals will be provided as part of the formal planning application.

The homes will include renewable energy solutions and the scheme will focus on helping reduce carbon emissions, improving air quality and tackling fuel poverty.

Traffic assessments will be carried out and the council’s Highways department will be consulted. We will work hard to minimise the impact of traffic for existing residents, both during and after construction.

Development of the site for new build council housing will also create job opportunities, work experience placements and apprenticeships.

All homes will be let and managed by Leeds City Council.


Why this site was chosen

  • There is a shortage of affordable housing in the Pudsey Ward, with an average of 358 bids for each home advertised in the local area.
  • Leeds City Council is working to deliver approximately 800 new affordable quality homes over the next 3 years to meet increasing need in the city.
  • The site is allocated for Housing in the Site Allocation Plan.
  • This housing development will support the council's priorities of providing quality, affordable housing where it is needed. This proposal will also bring a currently unused site back into use.
