    What is Extra Care Housing?

    Extra Care Housing is primarily for people who have care and support needs, as well as a housing need.    People living within the scheme will have their own apartment, and will also have on-site access to 24/7 emergency or unplanned care.  There will be shared facilities, dining, hair salon and activities with a focus on community building.

    How to I apply for Extra Care Housing?

    The council has an eligibility criteria that potential residents will  have to meet to be considered for an apartment.  For example this is usually based on someone's age, care and support and/or housing need, already living in the area or have a local connection.   A Nominations panel will be set up with representatives from LCC Housing, social work and occupational therapist teams to agree who will be nominated for an apartment. 

    In order to be eligible a person should meet each of the following:

    1. Housing and care needs usually associated with, but not restricted to, older people.

    2. Leeds as their normal place of residence or with a close family association

    3. An imminent or predictable risk of admission to a care home and have chosen Extra Care Housing as an alternative

    4. Demonstrable care and support needs and/or housing that is unsuitable to meet their health and social care needs relating to: 

    • Age related fragility/ physical and/or mental health issues / multiple health problems/ sensory impairment / loneliness and isolation / safety and security

    5. A current or predicted need for 24hour/7day a week access to emergency and planned support and an ability to benefit from this service.

    6. An eligible need (as assessed by Adult Social Care under the Care Act (2014)) and as defined by the national eligibility threshold.

    When will the development be finished?

    Following a successful planning application, construction is planned to begin in mid 2023 and is planned to finish by 2024.

    How will the new site benefit the local area?

    The proposed new council housing development supports the council’s priorities of providing housing of the right quality, type, tenure and affordability in the right places; as well as minimising homelessness through a greater focus on prevention. 

    Our new build council homes are built to high standards of insulation and air tightness to improve energy performance. This helps to reduce carbon emissions, improve air quality and tackle fuel poverty by reducing energy consumption and running costs for tenants. 

    The proposed development would also endeavour to provide training and employment opportunities to local people.  

    Where can I find information online about the planning application?

    Once the planning application has been submitted, information will be found on the planning authority area of the council’s website (link below). You will find information on how to register to enable you to make comments on the planning application, as well as how to track and register for email updates on the application.

    How will I know when a planning application has been submitted?

    Site notices will be posted around the application site. These notices will include details of the planning application reference number, how you can view proposed plans and the deadline for comments on the proposals.

    If I submit an objection via the planning portal will I get a response?

    An automated response is generated once a comment is submitted on the portal. Individual objections and comments are not responded to. They will be covered within the report following the application decision.     Will the development increase traffic in the area?

    Traffic impact has been considered as part of the pre-planning application meetings, and the development is not anticipated to cause any major issues. Once the planning application is submitted, Leeds City Council's Highways and Travel Team will be consulted on the proposals. They will provide comments and raise any objections which will be uploaded to the public access planning website. These will be available to view once a decision on the planning application has been made.

    Will the development affect the value of my home?

    We cannot provide comments and/or advice on property values and would suggest that advice is sought from a professional in this field if this is of major concern.

    What do I do if I have comments about the development being built?

    What if I have any specific concerns when on-site activities are being carried out?

    The team will aim to provide a response within five working days.

    How is my data handled / what is the privacy notice for this consultation?

    Your response to this public consultation will be used by Leeds City Council (as data controller) to help us make decisions about the content of the Middlecross planning application and to understand the views of the public.


    By submitting your response, you are giving your consent for us to use the information you provide.  When responses are shared publicly or with other organisations, your information is anonymised so you cannot be identified.  If you provide contact details then we may contact you regarding queries or feedback you have raised on the comments form, but you can opt-out at anytime.


    We will keep your information safe and secure in line with UK data protection law.  Your data will be processed by the relevant teams within Leeds City Council.  We will store your response for up to 2 years.

    Are you building any more council homes in the area?

    At the moment there are no further plans to build anymore council homes in Armley
